Lego was asked about this a while back. They can not blind bag Star Wars minifigures. They are contractually obligated. It stemmed from some sort of deal with Hasbro. Things might change under the new leadership, but last I heard it won’t happen.

I would actually like it if LEGO would blind bag the Star Wars figures, like they just did with Simpsons.
