I am sure in big cities you may have a decent turn out but for the most part it’s going to mostly fizzle. I have both a walker and Target just a few minutes from my house in a small midwestern town. Walmart is 24 hour by default so they will be one but my Target will not be one of the 200ish store participating. Target knows no one will show up so rather than have what would surely be perceived as a failure or waste of time they are not participating. So by carefully selecting stores they all but assure themselves at least the perception of a successful turn out.
