Well, that escalated quickly. After getting our first look at these figures yesterday, Collectors_place from Instagram posted finding Wave 27 at Target. When it rains it pours, hopefully Hasbro will announce these today at Hasbro Pulse Con.

Today at Noon Eastern, Hasbro Pulse dropped their exclusive Hasbro Pulse Con merchandise and the results seem to be overall positive as to how they were handled in terms of limiting quantity and putting anti-bot measures in place for checkout. As of now, the TBS Heroes of Endor set is sold out for today while the TBS Wampa and TVC ARC Troopers set are still available. Rumor Report: Convention Exclusive TBS Figure from The Mandalorian
Tonight I have found evidence of yet another “convention exclusive” figure much like the Cad Bane, Heroes of Endor and ARC Trooper sets. Shipping manifest data reveals a pending arrival of SW BL CONVENTION EXCL 4 SAWYER – with “Sawyer” being a coded figure for The Mandalorian series. Speculation is that this character code is attributed to “The Armorer”.

Indemandytoys.co,uk has posted the first look at the rumored Convention Exclusive 6″ Black Series Cad Bane with TODO 360 set. Watch for preorder to launch in the US soon. Cad Bane will also be available as part of the regular Black Series assortment later this year.
UPDATE: StarWarsCollector.com has posted word that this will be available in the US on October 1.
